The Summit at Pacific Palisades Highland Master Homeowners Association consists of 275 homes built-out with more be­ing built, in addition to a club­house/master recreation area, several parks and miles of street medians in ad­dition to the common area slopes and landscaping. This is the master associa­tion for numerous individual homeowners associations. It is located in Pacific Palisades, which is in Los Ange­les County, near Malibu. Our analysis of their utility bills and our on-site field in­spection of their property uncovered the following utility billing overcharges and opportunities for utility expense reduction.
