The South Coast Villas Homeowners Association, located in Santa Ana, Cali­fornia, consists of 304 con­dominiums with two large recreation clubhouses, two pool/spa ar­eas, several water fountains, barbecues, laundry rooms and play areas located throughout the property and an on-site commercial building. Our analysis of their utility bills and our on-site field in­spection of their property uncovered sev­eral utility billing overcharges and oppor­tunities for utility expense reductions.
